Abstract

Kemiskinan ekstrem menjadi permasalahan di seluruh wilayah Indonesia. Keterbatasan anggaran menyebabkan penyelesaian permasalahan kemiskinan membutuhkan waktu yang cukup lama. Pemberdayaan dari bawah ke atas memungkinkan untuk membangun kemandirian warga negara dan menyelesaikan permasalahan kemiskinan di tingkat akar rumput. Penelitian ini bertujuan untuk mengungkap bagaimana komunitas pemberdayaan melakukan inovasi dan pemberdayaan masyarakat lokal dalam mengembangkan destinasi wisata desa dan sinergi seperti apa yang dibangun dengan pihak-pihak pemangku kepentingan sehingga dapat mendukung kegiatan pemberdayaan. Dengan menggunakan pendekatan kualitatif, penelitian ini menemukan bukti fenomena yang terjadi di Desa Rigis Jaya, Lampung Barat. Pertama, pemberdayaan wisata desa dengan inovasi pemberdayaannya membawa perubahan positif dan signifikan terhadap pemerataan pertumbuhan ekonomi dan penurunan angka kemiskinan ekstrem. Kontribusi masyarakat antara lain meningkatkan kemampuan warga lokal sebagai tuan rumah dan pihak yang bertanggung jawab dalam pengelolaan pariwisata, mendorong pelestarian alam dan budaya sebagai daya tarik wisata, serta mengoptimalkan media sosial yang melibatkan generasi muda sebagai sarana promosi. Sementara itu, komunitas pemberdayaan juga mampu membangun sinergi dengan pemangku kepentingan. Kedua, meski bersifat pasif, namun pemangku kepentingan seperti pemerintah mempunyai peran yang cukup penting dalam mendongkrak popularitas pariwisata dan memperkuat gerakan pemberdayaan melalui kebijakan yang diambil. Pemberdayaan dengan mengoptimalkan potensi lokal, seperti pariwisata, merupakan gerakan yang berdampak pada penyelesaian masalah kemiskinan ekstrem. Pemberdayaan bisa dilakukan di berbagai tempat, oleh semua pihak, dan dengan modal sosial tersedia. Penelitian ini masih dimungkinkan untuk dilanjutkan dengan menggunakan sudut pandang dan kerangka berpikir yang lebih luas.
