Inklusi Digital Rumah Tangga Petani: Tinjauan Peran Pemerintah untuk Mewujudkan Petani Bahagia dan Sejahtera

Sebagai sektor primer, pada faktanya rumah tangga petani masih hidup dalam keterbatasan untuk memenuhi kebutuhan. Penyebab utama keterbatasan rumah tangga petani tersebut adalah kualitas sumber daya manusia dan fenomena kesenjangan digital di dalamnya. Dampaknya, hingga saat ini rumah tangga petani masih belum inklusif secara digital dan cenderung belum sejahtera secara sosial dan ekonomi. Meskipun di lain sisi, pemerintah terus berusaha untuk mengimplementasikan program dan kegiatan hingga menganggarkan bantuan. Permasalahan petani ini juga dialami oleh Provinsi Jawa Timur. Sebagai salah satu daerah dengan kontribusi sektor pertanian terhadap PDRB terbesar, penggunaan teknologi oleh petani masih kurang 50% dari total keseluruhan. Artinya, petani di Provinsi Jawa Timur masih membutuhkan peningkatan untuk adopsi teknologi. Dengan demikian, penelitian ini penting dilakukan guna menganalisis karakteristik rumah tangga yang inklusi digital hingga efektivitas peran bantuan pemerintah pada rumah tangga petani. Penelitian ini menggunakan data SUSENAS 2022 yang dianalisis dengan regresi logit biner. Hasil penelitian menunjukkan bahwa petani yang berusia muda, memiliki pendidikan tinggi, kemampuan literasi digital, dan memiliki akses teknologi yang cukup cenderung inklusi digital, jika dibandingkan dengan petani berusia lanjut dengan keterbatasan kemampuan dan fasilitas teknologi. Selain itu, bantuan pemerintah juga menunjukkan hasil yang positif terhadap kecenderungan rumah tangga petani untuk inklusi digital. Oleh karena itu, dibutuhkan sinergitas antar berbagai pihak guna mewujudkan inklusi digital pada rumah tangga petani di Provinsi Jawa Timur.
