Abstract
Kurangnya kompetensi manajerial di rumah sakit merupakan masalah global yang berdampak negatif pada pencapaian program, kualitas pelayanan, dan keselamatan pasien. Manajer lini tengah di rumah sakit membutuhkan kompetensi yang mumpuni sebagai mediator manajemen papan atas dan karyawan dalam menjalankan program untuk mencapai tujuan rumah sakit. Penelitian ini bertujuan untuk mengembangkan instrumen asesmen kompetensi manajerial, baik aspek kompetensi yang dinilai dan metode pengukuran yang digunakan sehingga dapat mengukur kompetensi manajerial secara objektif bagi manajer lini tengah rumah sakit. Penelitian ini menggunakan metode gabungan kualitatif dan kuantitatif yang terbagi atas lima tahapan, yaitu kajian pustaka, diskusi berkelompok dengan manajer lini tengah rumah sakit, diskusi berkelompok dengan tenaga ahli perumahsakitan, uji validasi dengan menggunakan metode Content Validity Index (CVI) dan multirater Kappa, dan uji validasi serta reliabilitas melalui survei kuesioner atas manajer lini tengah rumah sakit. Penelitian ini menghasilkan model instrumen asesmen yang mengukur tujuh dimensi kompetensi manajerial inti, 36 sub-kompetensi, dan 112 item penilaian terkait kompetensi, dengan dua metode pengukuran berjenjang, self-assessment dan pengukuran konfirmatif oleh atasan langsung manajer lini tengah rumah sakit. Instrumen asesmen ini penting dalam memberikan gambaran kompetensi manajerial manajer lini tengah rumah sakit bagi praktisi manajemen sumber daya manusia dan sektor pendidikan manajemen.
