Abstract
Kinerja Komisi Pemberantasan Korupsi (KPK) selama lebih dari satu dekade telah menunjukkan signifikansi terhadap penurunan korupsi di Indonesia. Namun begitu Revisi Undang-Undang KPK serta pandemi terbukti memberikan berpengaruh terhadap memburuknya tingkat korupsi dalam beberapa tahun terakhir. Penelitian ini bertujuan untuk memberikan penjelasan mengenai upaya pemberantasan korupsi di Indonesia berdasarkan perspektif Principal Agent Theory (P-A) dan Collective Action Theory (C-A) serta intervensi yang dapat dilakukan berdasarkan kedua teori. Dengan menggunakan metode studi pustaka serta analisis struktural terhadap pembentukan perilaku, maka ditemukan bahwa upaya pemberantasan korupsi di Indonesia didominasi oleh perspektif P-A sehingga memerlukan upaya penguatan dari perspektif C-A melalui pelibatan masyarakat untuk menguatkan norma kolektif dan budaya anti-korupsi. Lebih lanjut analisa struktur menemukan bahwa intervensi pada level meso (norma kolektif) menjadi upaya paling rasional dan strategis untuk memberantas korupsi yang berada dalam jangkauan masyarakat serta memberikan pengaruh bagi pembenahan level mikro (karakter dan kepribadian individu) sekaligus menguatkan kepatuhan serta efektivitas dari level makro (tatanan kebijakan, aturan, dan hukum). Intervensi pada level meso dapat membentuk mekanisme kontrol sosial untuk memastikan akuntabilitas pelayanan publik, sekaligus menjadi integrasi pendekatan P-A dan C-A yang perlu dilakukan secara simultan sebagai upaya pemberantasan korupsi di Indonesia.
